At least P14 billion budget was eyed by the Commission on Higher Education to cover 10 percent of the total number enrollees at the tertiary level across the country for the next five years to come. According to CHEd chairman Dr. Emmanuel Angeles, the infusion of more resources would ensure that the CHED meet its target as contained in the commission’s Philippine Higher Education Modernization Program that includes expansion of access to higher education for poor and marginalized families through scholarships and other student assistance. He also added that CHEd records showed that of this year’s enrollment of 2,600,000 only 200, 000 students are covered by scholarship programs. With this new budget, CHED would be able to enrol 200, 000 more students every year.

The Commission on Higher Education or CHED wants to convert the Local Universities and Colleges into community colleges and polytechnic schools. According to Dr. Emmanuel “Manny” Angeles, CHED chairman, proliferation of LUC is affecting the quality of higher education level in the country as they were just duplicating the functions of state universities and colleges (SUC). CHEd would push for such conversion following the justice department’s ruling that the commission has supervision and control powers over LUCs despite the autonomy granted to local government units under Republic Act 7160 or the Local Government Code of 1991. LGUs provide the minimum standards and guidelines for compliance for LGU-run schools in accordance with the declared state policies on higher education as well as the policies, standards and thrusts of the CHEd under RA No. 7722.
