Cavite Rep. Elpidio Barzaga, Jr. proposed a bill that would help Filipinos to understand the importance of Charter. Mandatory teaching of the fundamental laws of the land in all educational levels will help the estimated 90 million Filipinos who have little or no knowledge at all of the country’s Charter. Under his House Bill (HB) No. 5763, the teaching of the Constitution will be mandatory in elementary and high schools, both public and private, as well as in all universities and colleges where its teaching requires a 12-unit course. The bill was based on the Pulse Asia survey in 2006 that confirms the 2003 survey of another poll body, which says that 21 percent of Filipinos don’t know anything about the Constitution while some 54 percent who know a little about it while 2003 survey said 20 percent of Filipinos claimed they have partial but not sufficient knowledge of the Constitution and only five percent called their knowledge extensive.
