Speaker Prospero Nograles said 174 lawmakers signed as co-authors of House Resolution 1109. Nograles and Majority Leader Arthur Defensor are the main authors of the Constituent Assembly that was filed yesterday.Others feared that it might extend PGMA’s term but it is clear that there will be no extension of terms and there will be a 2010 elections.Rep. Villafuerte said a justiciable controversy may arise from this resolution for the Supreme Court to rule whether Congress will vote jointly or separately.
