After long deliberation and debates last night, the House of Representatives finally approve a resolution that would convene Congress into a constituent assembly for the amendment of the 1987 Constitution. Voting 22-10, the panel virtually approved the motion of Rep.Didagen Dilangalen from Maguindanao sending House Resolution No. 1109 to the plenary for discussions. HR No. 1109 is asking for the convening of Congress into a Con-Ass to propose amendments to the Constitution upon a vote of three-fourths of all members of Congress. It was recalled that Rep.Luis Villafuerte of Camarines Sur drafted HR No.1109 but decided to withdraw his support after he accused Speaker Prospero Nograles Jr. of derailing its passage in favor of the latter’s HR’s 737.
