Typhoon Frank hits Metro Manila under strong storm signal number 3 causing brownouts in several areas including Fairview, Caloocan, Paranaque, Pasay, Novaliches, and Muntinlupa.

The National Disaster Coordinating Council (NDCC) also reports that more than 40,000 families have been affected by Typhoon Frank. Public transport systems MRT and LRT also suspended operations.
