Simple! they are not hiring the right people to do the right job. There are numerous agencies here in the Philippines that are working for international clients doing high quality sites. People who know their stuff on I.T services. But sss rather choose inexpensive or maybe commission based system or kumare kumpadre system type of bidding -- just my theory but you can see the results. If you have noticed, almost all of government sites not performing well, not serving the public right, lack of information, hard to use, etc. Reasons, lack of usability research that result to lack of continues improvement on their sites. We got talent but the government is not hiring/using them. So, they look for international clients who gladly hires them. who happily accepts their services. why is sss always down, hard to use and a pain instead ease?
